The 45-day public comment period for the TBARTA MPOs CCC Draft Regional Public Participation Program (RP3) opened on December 1, 2017, and will close on January 26, 2018, with the TBARTA Board meeting.

RP3 Advisory Group

The Mission and Purpose of the group is to provide input into the consolidation of the public participations plans of the Chairs Coordinating Committee (CCC) and TBARTA into one regional public participation plan, tentatively titled the TBARTA MPOs CCC Public Involvement Plan; advise staff and the consultant on board, Pascoe Planning, on public participation strategies, issues, and trends in the development of a Best Practices Guide for inclusion in the recommendations of the bi-annual Regional Public Participation Plan (RP3) Measures of Effectiveness Report (MOE), and; provide assistance with access to required data for evaluating the measures of effectiveness of past regional public participation efforts.

The roles of the RP3 Advisory Group include:

  • Providing region-oriented advice to the Authority on effective public engagement strategies, best practices, and performance measures/targets

  • Assisting with coordination and resources required in the development and implementation of a single regional public participation plan for the eight-county West Central Florida region, as well as the bi-annual Public Participation Measures of Effectiveness Report

  • Evaluating proposed goals and recommendations for the next two-year public participation period

  • Promoting public awareness and participation in the planning and implementation of the Regional Transportation Master Plan and help disseminate information to local citizen groups

Regional Priority Projects

Starting in 2013, TBARTA identified near-term Regional Priority Projects to raise public and private sector awareness of the projects. These projects are incremental steps towards implementing the TBARTA Vision and are updated annually based on factors such as project advancement, funding, modal connections, and other opportunities. 

The 2015 Regional Priority Projects were adopted by the TBARTA Board in February 2015 and were used to update the TBARTA Master Plan. Future Priority Projects were also identified for the first time. These priorities are stepping stones for accomplishing the TBARTA Master Plan Vision of a world-class transportation network.

Future Priority Projects differ in that they typically require additional analysis to define costs, technology, alignment, and/or design. Both sets of priorities are crucial for improving mobility, safety, and economic development in the Tampa Bay region, and guide policy when advocating for discretionary funding to build regional transportation projects.

On an annual basis, these projects, as well as Future Priority Projects, are re-examined by the Board and adopted, allowing TBARTA to be responsive to ever changing regional transportation conditions and to reflect changes in regional needs, available funding, and progress toward implementation. This ongoing process creates the stepping stones for accomplishing the TBARTA Master Plan Vision of a world-class transportation network. The TBARTA MPOs CCC Board conducts two meetings a year, one in the summer and one in the fall. Every year, the Board recieves public comment and adopts the West Central Florida Regional Roadway Network, Transportation Regional Incentive Program Priority Projects, and Regional Multi-Use Trail Priority Projects. The Board transmits these priorities to the District 1 & 7 offices of the Florida Department of Transportation (FDOT). The Board also makes a yearly recommendation to the TBARTA Board for the TBARTA Regional Priority Projects.

The Board is composed of local MPO Board members, regional planning councils, transportation partners, and FDOT. The voting members of the Board are the MPO Chairs for each respective MPO represented in the TBARTA MPOs CCC, which include Forward Pinellas, Hernando/Citrus MPO, Hillsborough MPO, Pasco County MPO, Polk County TPO, and Sarastoa/Manatee MPO. The non-voting members of the Board include the FDOT Secretaries from District 1 & 7, as well as transportation and planning proffesionals from the regional planning councils, TBARTA, and the Florida Turnpike Enterprise.
