David Green joined TBARTA as Executive Director in November 2018. With more than 20 years of transit experience, he is focused on promoting regional collaboration that will pave the way forward for development and implementation of world-class transit in Tampa Bay.

Prior to joining TBARTA, Green was Chief Executive Officer of GRTC Transit System, the Richmond, Virginia regional provider of public transportation, which includes fixed-route bus transit, over-the-road coach express service, and paratransit transportation for those needing individualized care. Within his direction, GRTC provided 8.3 million passenger trips a year. Green also directed RideFinders, the region’s transportation demand management agency that offers services to facilitate reduction of single occupancy vehicles. Under his leadership, GRTC focused on working with employees, customers, transit stakeholders and the community to provide clean, safe and reliable transportation and improve mobility throughout Central Virginia. Prior to being named CEO at GRTC in 2014, Green served the agency for 12 years as Director of Procurement and Grants Management.

Green graduated with a bachelor’s degree in finance from Shippensburg University of Pennsylvania and earned an MBA from Virginia Commonwealth University. In 2019, he retired as a Colonel from the United States Army Reserve after 30 years of service.
