A native of Hernando County, Mr. Manuel is the CEO and President of Coastal Engineering Associates, Inc. located in Brooksville (the oldest engineering firm in Hernando County) and Inverness. He is a graduate of the University of Florida with a B.S. Degree in Engineering.

Mr. Manuel was appointed by Governor Rick Scott as the Gubernatorial Appointee to the Tampa Bay Regional Transportation Authority Board in 2012; reappointed in 2015 and 2017. He served as Secretary from 2014-2015 and now serves as the Vice Chairman. Mr. Manuel also serves on the Finance and Policy committees.

Mr. Manuel, a founding Director, is the current President of the Brooksville Vision Foundation. He is the Chair of Hernando Progress, Inc.
