Pinellas County Transportation Disadvantaged Service
The Pinellas Suncoast Transit Authority (PSTA) is Pinellas County's designated Community Transportation Coordinator (CTC).
PSTA's Transportation Disadvantaged Program is a state-funded program that provides reduced cost transportation throughout the county to residents who qualify as "Transportation Disadvantaged."
In order to qualify for Transportation Disadvantaged services in Pinellas County, a person must:
- Live in Pinellas County
- Not be able to get a ride from household members or others for life-sustaining trips: medical, grocery, work, job-related training/education and other vital services
- Have documented household income which does not exceed 150% of poverty

TD Tampa Bay County-to-County Service
TD Tampa Bay service complements the PSTA Transportation Disadvantaged Program by providing county-to-county transportation (trips that originate in Pinellas with a destination in any of the other four TBARTA region counties of Hillsborough, Pasco, Hernando, or Manatee) anytime during TD Tampa Bay's service hours:
- Monday through Friday: 5 a.m. - 10 p.m.
- Saturday and Sunday: 7:30 a.m. - 7:30 p.m.
TD Tampa Bay does not provide any in-county transportation in Pinellas County. Those are TD eligible trips that begin and end in Pinellas County. All in-county TD eligible transportation is provided by the PSTA Transportation Disadvantaged Program.
